In January of this year, the International Olympic Committee (IOC) insulated itself from accountability by “strongly recommending”, but not requiring, that International Federation (IFs) explore pathways to welcoming Russian and Belarusian athletes back into the Olympic Movement. This “recommendation” has abdicated the IOC of responsibility and has left the IFs with the discretion to bring Russia and Belarus back.
